
WHAT IS EJK?
"Extrajudicial killings" is defined by law as killings due to the political affiliation of the victims; having a specific method of attack; and where there are reports of involvement or acquiescence of state agents in the commission of the killings. As the term is used in international instruments, extrajudicial killings are killings committed without due process of law, i. e. without legal safeguards or judicial proceedings.
Extrajudicial killings often target leading political, trade union, dissident, religious, and social figures and are only those carried out by the state government or other state authorities like the armed forces or police, as extra-legal fulfillment of their prescribed role. ​
This does not include cases where aforementioned authorities act under motives that serve their own interests and not the State's, such as to eliminate their complicity in crime or commissioning by an outside party.
According to Lloyd Nicholas (2016), Drug problems arise when people really get addicted. In the Philippines Shabu is a much used and very addictive drug. In the recent years much has been done to tackle the problems. This has lead to a decrease in usage. Unfortunately most people are not aware of that.
So the former presidential candidate Duterte could score well when he told that most problems come from drug usage. Adding that he would tackle the problems fiercely added to his attractiveness: the fact that the people got the impression that nothing happened under the former president so many became very optimistic and excited. So now this drug issue has become the focus of attention by the death of people with unproven guilt - some of whom is said that they resist arrest - others get “mysteriously” shot by vigilante killers
In this jurisdiction, extrajudicial killings are almost synonymous to political killings. It would appear that all extrajudicial killings are impelled by some form of political motive or agenda. Further, the usual victims of extrajudicial killings and enforced disappearances are political activists, journalists, or media persons."
